Long Term Aggregate Planning
Responsible for developing a long-term supply chain plan for liquid oil product families nationwide, at aggregate level, on a monthly frequency, for a 24 month horizon by monthly buckets, through validating/matching supply network capabilities to meet aggregate unconstrained demand plan.
Monthly reviews of the supply network capabilities in 24 month horizon
Matches the overal supply plan to meet the aggregate unconstrained demand plan
Proactively makes gap-closing plans in case of gaps in 4-24 month horizon, with acceptable proposals that analyze the cost/value of future scenarios and the financial impacts and help the organization to decide the most benefitial scenario.
Manages capacity, sets stock levels and monitors inventory health in relation to customer demands.
Improves the supply reliability by leveraging cross-functional influences and holding self/others accountable, e.g.Commercial Execution, Plant Operation, FSQR, Oil Origination, Materials Management, Warehouse, Transportations & Logistics, etc.
Coordinates and executes the long-term planning process. Evaluates the process, and works with stakeholders to explain and refine it.
Monitor Execution of the Short-Mid term Plans
Monitors the execution and takes a coordinating role in corrective actions, whenever daily execution deviation has big (customer) impacts in his/her responsible product families or base site
Weekly communication with Production Planners to reconcile and align the mid-term plan to long-term supply plan
Facilitator Role in Supply Point Review of Integrated Business Planning
Lead the facilitation of monthly Supply Point Review at location level, and provides input and support for Supply Review of Integrated Business Planning. Activities include:
Main coordinator on behalf of planning team at location
Track and update with the owners of key Supply Point assumptions
Monthly review performance of Supply Point. Recommends and implements actions to improve best practices across team
Identifyopportunities to increase capacities and flexibilities and/or other needs within the integrated supply chain to fulfill current and future demand, in line with the strategy
Prepare the documents needed for conducting an effective Supply Point Review on time and communicate the outputs of the meeting to Supply Review facilitator/owner.
Organize the regional Supply Point Review meeting and attend the national Supply Review meeting
People & Talent Management
Provides informal coaching to production planners in the execution of production scheduling & material requirement planning
May participate in selection of planning employees
Provide input on plans for future workforce needs
Supply Chain Projects and Assignments
Applies a substantial understanding of supply chain planning practices and procedures to identify areas of improvement and lead/support improvement projects, e.g.
Assessment/development/upgrade of scheduling and planning tools fit for our needs.
Evaluation and optimization of planning process and techniques/models
Optimization of supply chain operations processes and other common cross-functional work processes
May participate in other assignments identified for better meeting future supply chain operations, or needed for individual development purpose
Indicate the MINIMUM REQUIRED education, experience and skills for this position.
Education(includes formal education, certifications, accreditations, etc)
Bachelor’s degree in supply chain management, finance, accounting, statistics,or equivalent relevant work experience;
Fluent in Chinese and good level of English (verbal and written)
Minimum 5 years of working experience in a similar planning- or other relevant supply chain function
Proven track record in delivering improvements in the area ofsupply chain planning (e.g. cost savings, service improvement, additional revenue creation)
Experience with working in a multinational/-cultural environment, or a large (matrix) organization
Skills(applied knowledge and technical skills directly related to this position)
Excellent communication skills towards peers or higher management
Computer literacy (MS Office functions: excel/access and ERP systems).
Broad and accurate knowledge of planning processes (Material Requirement Planning, Integrated Business Planning or Sales & Operations Planning etc…).
Good knowledge of product ranges and customer applications.
Ability to set priorities and organise his/her work.
Ability to positively respond to change and seek solutions
