Position Purpose

As a member of the GHRS Thailand Market team, this position is responsible for leading a team of recruiters to support the business operations with blue-collar workers including Thai and migrant workers for Saraburi facilities. Develop the hiring and local branding strategies, performance targets and metrics, and strategies to reduce turnover; in alignment with business growth objectives and expansion, Cargill’s Code of Conduct and compliance with Thai labor law.

Principal Accountabilities

Production Hiring Strategy---20%

  • Develop the Recruiting Strategy for daily employees (blue-collar) to include partnering with business/production management on manpower planning and growth needs.

Production Hiring Performance Metrics & Analytics---25%

  • Provide performance metrics and analysis regarding weekly, monthly and annual manpower planning.

  • Provide new hire, migrant worker, turnover and cost per head to HR and business management.

  • Analyze turnover and cost data to drive reduction goals and improvements, adding value to the business.

People Management/Team Leadership---30%

  • Lead a team of 8 Recruiters (Thai and Migrant recruiters) including Team and individual goals, performance management, compensation planning, career development/coaching to drive for high performance.

Budget Management---10%

  • Manage budget for daily and migrant recruitment: all expenses related to transportation, physical health checkup, dormitories, licensing and other miscellaneous, to inform business operations of fully loaded daily worker costs and drive cost savings

Compliance and Audit Support---15%

  • Ensure hiring practices and strategies are fully compliant with Thai Labor Law

  • Interact with local Government Officials and Community Leaders to ensure proper branding, advertisement and sourcing of blue-collar staff

  • Support necessary audits for Cargill Risk Assessments, GLP (Good Labor Practices) and various key customer audits (McDonald’s, Tesco, etc.)


Essential Functions/Requirements

  • Able to travel to the sources of prospective candidates both locally and related countries

  • Need to work on some weekends and any days required based on the business requirement to support staffing needs

Education, Experience,Skills


Bachelor’s degree in any related field.


Minimum 7-8 years of experience in recruitment, manpower planning, budget planning and having a good exposure to HR concepts and principles.

Technical Skills

Strong interpersonal skills and demonstrated proactive style

Able to work under pressure and deliver results in short notice

Strong team leadership, performance management and driving for high performance

Strong knowledge of Thai labor laws

Able to travel as necessary including abroad to source countries
