Position Purpose

The China CSST APAC Country Capital Effectiveness & Engineering Manager keeps consistency in the region for the governance in all core to the group engineering sub-domain area(s) and/or broader multidisciplinary disciplines (i.e. civil, structural, mechanical, electrical, instrumentation, automation)

Ensure that governance, delivery, best engineering practices, measurements, capital planning/project/portfolio management, best/leading practices governance is in accordance with the group practices.

Verify the needs for training and support for the capital effectiveness & engineering group in China.

Ensure functional alignment with Group/China Manufacturing Excellence Technical leads who have responsibility in the fields of M&R, CI, and Manufacturing Technologies as well as with corporate Engineering group/functions like, BOM, FSQR, EH&S, BP.

Principal Accountabilities

Capital Planning/Project/Portfolio Management (30%)

Development of the capital planning process for base level and non-base capital expenditure for CSST China. Alignment of the project pipeline/portfolio with steakholders and group lead to apply leading practices insight as well as to the growth of distinctive engineering offerings.

Management of the annual capital planning for CSST China within the frame of the PPM / PRT process in place in China/CSST APAC.

Ensures major capex projects objectives and scope are aligned with business strategy and technology governance practices. Directly lead and/or oversees progress for most complex projects in the region (medium-high level) ensuring appropriate resources allocation, portfolio prioritization and adherence to PDP process.

Defines the delivery of scope of work, project objectives and design criteria, best/leading practices compliance and regional execution for capital effectiveness engineers.

Best Practices Governance / Delivery on CAPEX (30%)

Strategic support for all CSST China, production/operating facilities. Shared accountability for meeting CSST China/Plants overall standards for safety, quality, operational effectiveness and financial performance

Directly/indirectly be responsible for aligning, deploying and executing best/leading engineering practices within the region.

Seeks emerging technologies/engineering techniques and processes developments according to group guidance to ensure appropriate translation into clear and concise specifications in alignment with other Manufacturing excellence pillars and corporate/group/regional engineering leads.

Assesses organization readiness and implements engineering leading practices, processes and procedures.

Implements the decision making rights, framework structure and metrics for the capital excellence domain defined by the group lead (i.e. leadership alignment, business plan, score card, KPI, KRA, PMP, recognition and reward programs .)

Responsible for ensuring consistent application of philosophy and standards across the region.

Keeps proper documentation and dissemination of findings, as well as transfer/application of knowledge across the region and to the group in the Engineering domain.

Delivers on large base and non-base level capital expenditure by ensuring appropriate PPM, PDP and leading practices are applied as well as S curve expense methodology to ease capital project cycle lifetime is encompassed adequately to manage total group budget and resource availability with maximum efficiency and effectiveness.

Enforces overall compliance with internal/external operating regulatory procedures and strategic oversight governance in alignment with Corporate Environment, Health and Safety (EHS) and partners with EHS functional leaders to provide direct input into the development design and policies to address safety/regulatory compliance and to ensure risk mitigation strategies are in place to safeguard Cargill’s brand and reputation

Engineering domain application, Training and support (20%)

Responsible for leading the tactical development and CSST China business delivery of capital excellence/engineering domain in accordance with group coordination.

By self or in conjunction with shared services, network of SMEs organizations, and/or direct/indirect reports, leads the delivery of engineering services for the region. Anticipates and plans for future engineering needs and conducts medium-long term horizon planning required for normal operations.

Establishes partnerships and influences plant relationships to recommend and support completion of assignments as well as sets standards and procedures.

Leverages/coordinates in the region a network of SMEs and Plant/group management enabling sustainability and promotion of functional/operational programs and policies (capital effectiveness, PS&C, PSM, etc.).

Directly/Indirectly leads delivery of engineering support to a domain area(s) required for normal operations as well as project engineering oversight/advanced support (i.e. preparation of scope, budgets, design flow/diagrams, commissions, start-up schedules) to most complex base and non-base level capital projects

Apply and ensures corporate best practices in Capital effectiveness are owned and embedded in the way the whole region is operating.

Apply and ensure establishment of vendor management relationships acting as a SME within CSST-LA framework.

Establishes risk management compliance. Manages compliance with all applicable regulatory parties externally as well as internally (i.e. FSQR, EHS,). Supports the region by partnering with functional experts, government and regulatory entities to obtain appropriate operating permits

Gap Assessment/ Solution Identification/ Measurement (10%)

Alignment with the business partnership to assess/identify and bridge technology gaps and proposes improvement opportunities in the areas of capital expenditure and asset management.

Ensure regional alilgment for Starches and Sweetners, Acidulants, Texturizers of knowledge/ understanding of the manufacturing setting, business product/service life cycle, environmental, and sustainability impact, future growth considerations, as well as overall cost of ownership and long-term usability of assets.

Integrated in ME aligns and develops capital effective to serve the region, location drive increased YTY productivity in accordance with plant/group roadmaps, PPM and PRT selected project pipeline execution.

Implement capital effectiveness group benchmarking metrics and performance measurements in the region and stay aligned with corporate leading measures. Prepares reports/communications to senior stakeholders

Proactively identifies, consults on appropriate engineering solution identification considering overall project build constructability and safety standards, food/feed safety, quality, capacity, yield, reliability, environmental and costs constraints and challenges

Directly oversees the implementation/execution of all base and non-base capital investments projects in accordance to budget and by using proper project management tools/practices (i.e. Project Delivery Process, Portfolio Project Management, and build template

People/ Resource/ Budget Management (10%)

Providing coaching and development tools to direct reports. Accountable for performance management, talent development, succession planning, expertise development and overall team engagement. Establish and implements cascading KRAs.

Creates plans for workforce needs and oversees its implementation at regional level. Overall responsibility for managing internal/external engineering resources across the region to effectively deliver all required engineering services in close alignment with Plant Management and local PEMs.

Actively participates in the mentorship and development of engineering and operations talent

Responsible for keeping the engineering processes and capabilities in accordance with group guidance, lead the regional engineering to sustain minimized TCO approach.

Qualifications

Essential Functions/Requirements

Based in SY where critical mass of activities reside. Travel 15% to other locations in China as needed

Required Qualifications

  • Proven ability to execute complex Capital Expansion/Green Field projects in a timely manner from start to completion and within budget allowance

  • 10 years of engineering/plant/capital project management experience

  • 5-10 years experience in Corn Milling related technology space

  • B.S. Engineering Degree

Preferred Qualifications

  • Willing to locate in Songyuan China

  • B.S. in Chemical/Mechanical Engineering
