Position Purpose & Summary
The primary accountability of this position is to increase the effectiveness and efficiency of retained accounting activities through alignment of processes, deployment and stabilization of system implementation and, collaboration with teams spanning across product lines in CAP China & also for financial statutory compliances across all enterprises in China. This is a leadership role in driving efficient, well controlled, financial services to and on behalf of the businesses with key focus on talent management, creating process-aligned teams.
This position will be involved in the transformation, leadership, and performance of key accounting & reporting activities for CAP China. One of the key priorities is to consolidate accounting & reporting activities into a fewer location in one A&F team, and drive standardization and simplification of processes. This position will be responsible to determine how RTR, OTSC, PRTP & other related processes will be executed in the Country A&F organization, and developing a framework that will be the basis to provide E2E view. This position will also be responsible for implementing processes which will ensure compliance with Local GAAP, providing reliable financial & other reporting in compliance with local financial laws, regulations and corporate policies for China businesses.
This position will also oversee work closely with other functions, e.g. Tax, Treasury, CBS Finance, among others and will be accountable to certify that financial statements reflect the accuracy & entirety of the business transactions, and that balance sheet and P&L are duly reconciled and certified by external auditors for CAP China. This role will be primarily responsible for completing the statutory audit and other financial statutory compliances for FIBI China legal entities working closely with other COE(s) and GCK A&F Lead and Controller.
This role will work closely with the China A&R Lead & and GCK Control Lead to deploy the financial control framework in CAP China by assessing risk and deploying sustainable processes and tools to ensure that controls are maintained across multiple financial delivery models, systems, and processes. This position plays a critical role in ensuring the effectiveness of controls, and to ensure financial compliance across all enterprises and processes, which is critical through this dynamic time of change.
50% Financial Operations
Applies an extensive understanding of principles and techniques, evaluate and analyze financial statements. Keeps pace with changing relevant regulations and standards.
Leads the team to complete financial accounting activities which include RTR, PRTP, OTSC, Financial & other Reporting, P&L, SG&A expenses, allocations, reconciliations, general ledger maintenance, financial close, full balance sheet review, CRP preparation, tax accounting and filing, budget coordination etc.
Work closely with global process owners and ensure all financial accounting activities including RTR, OTSC and PRTP ones are executed effectively and efficiently with appropriate controls and end to end view
This domain will be the key customer for CBS Finance, and will work in close partnership with Tax, Treasury, Corporate A&F, GPO’s, Management Information & Decision Support (MIDS), Financial Risk Management (FRM), internal and external auditors. Assist with details to handle tax assessments, litigations and transfer pricing audits.
Work closely with CBS Finance and global process owners to build capabilities for executing financial accounting processes at appropriate place which allows Cargill leveraging its size and improve the effectiveness and efficiency of finance organization.
Drive consolidation of A&F activities in fewer locations in collaboration with other tower leads in A&F and other stakeholders.
Work with MIDS & FRM tower leads in standardizing management reporting to increase effectiveness and efficiency.
Holds self and team accountable for delivering results, and driving the continuous improvement of finance activities; collaborating across business, functions, and enterprises.
Aligns with internal control systems that provide effective and efficient operations; reliable financial reporting; and compliance with laws, regulations and corporate policies.
This role will be responsible for completing the statutory/external audits for all legal entities in guidance of China A&R Lead.
This role will be responsible for ensuring the compliances with all financial regulatory compliances both locally and required for US GAAP.
Champion efforts to ensure controls and compliance measures are in place for all reported financial information.
Manages engagements with internal and external auditors, and ensures issues are resolved. Partners with other accounting and finance leads to ensure alignment of processes and strategies.
Work with other functions and business managers to ensure financial regulatory compliance,
20% Deploy financial internal control framework, assess/identify/report risk, monitor and improve Financial Controls
Partner with Control COE, Sub-Region A&F Lead & Country Controller and Sub-Region Control Lead to implement and monitor the control framework in FIBI China product lines.
Deploy plans to ensure effective controls for shared service transitions, ERP implementations, and acquisitions/divestures
Partner with Controls COE, Audit teams & Control Lead to understand and address financial risk areas
Partner cross-enterprise to leverage and share best practices and comply with Cargill governance
Deploy ongoing financial control validation, monitoring, and sustained processes
Identify opportunities for control efficiencies in processes
Ensure financial controls are consistently monitored; ICRs, CRP preparation and audits are executed according to pre-defined schedules. Partner with all areas involved to ensure compliance for new business transactions or new controls identified to be implemented.
15% Change Leadership through Process Optimization and Technology Driven Decision Making
Work with Global process owners (GPO’s) and APAC Process Improvement Lead to identify opportunities for driving greater efficiencies and effectiveness by leveraging technology, standardization and simplification of processes.
Participates in the creation of accounting and finance strategy & approach which aligns with the strategy of the Region/Sub-region/country and finance job family.
Actively collaborates in driving process optimization, leveraging of shared services, and improving the efficiency of finance operations.
Ensure planning processes are streamlined to reduce non-value added activities
Data accuracy and E2E framework will be in consistent alignment with global RTR process owner, with a key focus on continuous improvement
Partners with other accounting and finance leads.
Manages engagements with auditors and ensures issues are resolved

Education, Experience, Skills
Minimum Required Qualifications
Bachelors or equivalent Degree in Finance or Accounting.
Minimum 7 years of accounting or finance experience, preferably with controls/ compliance experience
Strong accounting experience with very good technical knowledge in US and Local GAAP.
Strong understanding of CFR reporting and compliances.
Deep understanding of China, HK and TW Tax and basic understanding of US Sub Part F Tax.

Preferred Required Qualifications
Professional accounting designation
Understanding and experience working with JDE, TIC/CTS/SAP (preferred)
Experience with multiple businesses, CFR and/or international business experience
Demonstrated ability to create a team culture of continuous improvement, process optimization, and intellectual curiosity
Experience with Lean and/or Six Sigma methodologies
