Position Purpose

The employee in this position will further the GHRS Mission to: Accelerate business performance and growth through expert consultation and delivery of HR solutions to Cargill managers and employees.

The position will operationalize the Process Data and Technology (PDT) Purpose by: Providing expert consulting and governance support across Process, Data, Technology and Service Delivery solutions.

The Data and Access Governance Lead is responsible for leading and executing upon the HR Data Governance Model including Strategy, Architecture, Security, Integration, Analytics and Quality with a particular focus in the following areas:

  • Define and govern the HR data model, based on the underlying data architectures within our chosen technologies and based on client needs.

  • Governing the use of HR data in non HR systems

  • Lead and execute on the Data Quality strategy, identifying and communicating with data owners the areas of improvement and providing consulting on approaches to improve

  • Design, manage and govern Access to data (Role Based Permissions), working with HR leadership, Legal, TGRC and the Global Privacy Office.

Principal Accountabilities

40% Business Leader

Provide leadership to the Data and Access Governance

  • Develop the use of the DAMA framework including the definition of the HR Data Strategy

  • Develop Data and Access Governance processes

  • Establish a Roadmap and plan for the execution on the data governance model objectives

  • Work with the Moments that Matter leads and Process Managers to ensure data and access requirements are understood and the appropriate solution is architected

  • Partner with other Functional Data Leads as well as operational data teams, like the HR Data Management and HR Reporting Teams

  • Ensure Data Model guidance is documented in applicable workbooks and trackers

  • Use Consultative approach to determine what business partners are looking to accomplish, and solution to fit within Data Governance framework

25% Change Leader

Embrace and champion change in how Data is perceived and used with Cargill.

  • Introduce and measure effective adoption of the Governance processes

  • Identify opportunities for improvement in the delivery of data modelling and access to data governance process

  • Develop and implement an approach to understand and adapt to changes in the data model as well as the data and access governance processes

  • Partner with project team during implementation projects to ensure the Data Governance Model principles are applied during implementation phases

  • Actively support and influence change management efforts to ensure successful strategy execution

5% Culture Steward

Develop a culture of data ownership, stewardship and governance

  • Ensure roles and responsibilities are understood and acted upon for key stakeholders

  • Build strong relationships with HR solutions teams to understand key concerns and apply learnings to improve delivery

  • Manage relationships between service delivery providers (internal and external) required to support efficient delivery of data and access governances.

  • Build relationships with Global IT to influence and inform on technology solution requirements

30% Value Leader

Drive towards real Data Quality in HR solutions

  • Strive for high data quality measures in our solutions to support dependencies

  • Ensure the consistent handling and the timely response and resolution of data model and access requests

  • Use results/data from client feedback to develop plans for improvement

  • Utilize reports and enforce operational practices, including quality audits, standard and ad hoc reports in order to identify issues and take actions to achieve data quality goals and targets.

  • Frequently assess the external marketplace and benchmarks to look for opportunities to apply to Cargill

This position can be located in either the Twin Cities (Hopkins, Wayzata MN) offices; or, Bangalore, India office; or, Mechelen, Belgium office. If you are located outside of the Twin Cities, please apply to the position in your region.

Required Qualifications

  • Bachelor’s Degree

  • Minimum 8 years of demonstrated experience and acumen in leading Data services

  • Experience managing processes and delivery within a global context or with global components

  • Demonstrated experience learning, designing and/or implementing new or improved governance processes

  • Proven experience executing (through others) the building and/or integrating of new or existing processes

  • Demonstrated ability to support an environment that emphasizes client-focus, collaboration and interdependence

  • Proven success in leading the development and implementation of strategies

  • Demonstrated successful experience overseeing others, directly or indirectly, including effective development, coaching, and mentoring

  • Deep understanding of the HR Data Model and Access-to-Data concepts including the tools required to support effective and efficient service delivery

  • Independent thinker and problem solver

  • Ability to influence without authority

Preferred Qualifications

  • Master’s or Bachelor’s Degree in related field (preferred)

  • A broad understanding of how Process, Data and Technology interact across the HR Service Catalog

  • Change Management and Communication Experience

  • Proven track record of translating business stakeholder needs and corporate requirements into effective products services or solutions

  • Demonstrated experience and acumen in driving compliance of HR Services

  • Strong business acumen

  • Continuous improvement Lean methodologies
