Major Tasks

The Plant Manager is primarily responsible for all Operations activities and financial performance of the Mouscron facility. The role will set up and implement the year plan and budgets for the plant and coordinate the cross functional activities locally.

For the upcoming years, the individual in this role will focus on four main goals: building and strengthening the local plant team, increase capacity output through continuous improvement projects, improve the safety standards and prepare the site for further expansion.

The plant manager will also oversee master and detailed production scheduling to meet demand plans. They will ensure the technical availability and optimal performance of the plant. The role will support the implementation and execution of the quality policies on site. Together with the finance and engineering department it will decide on capital expenditures and investments to further optimize plant performance.

the plant manager is the link between the Mouscron plant and the central planning, sales, supply chain, QA, HR and Finance departments within Cargill.

The Plant Manager leads on a day to day basis the local management team in Mouscron and will report directly to the Operations Director Chocolate.


  • Responsible for supporting and overseeing the overall operational performance for the site (liquid and solid chocolate lines).

  • Collaborates with the central planning department to optimize the production line running rates occupation and the chocolate recipe allocation to the different production lines.

  • Develops tactics to organize the work load taking into account a high seasonality pattern.

  • Leads and champions a culture that builds, operates and maintains the plant operational sound, safe and efficient. Leverages and enforces leading operational practices and aggressively raises the performance of poor line performance, monitoring key performance indicators (i.e. safety indexes, yield optimization, energy usage and plant expenses).

  • Leads and supports the implementation of continuing improvement programs based on the Stable Ops/Six Sigma principles.

  • Ensures overall oversight to operations data with a monthly scorecard report including KPI’s related to safety, production volumes, yields, rework, costs, absenteeism. Takes appropriate actions to reduce rework inventory and respect production yield targets.


  • Leads the local plant team consisting of production manager, maintenance manager, EHS manager, logistic and scheduling manager, project manager.

  • Provides leadership and oversees general workforce administration policies and programs in the areas of communications, staffing, training, evaluations, disciplinary actions and safety. Develops planning for future production workforce needs and participates in selection of employees. Prepares the organization for the future capacity extension.

  • Overall responsibility for the plant workforce planning and accountable for successful training and on boarding of new/transferred employees as well as workforce engagement, recognition, development and coaching.

  • Provides leadership and leads the implementation of systems and processes to maintain a highly engaged workforce. Holds direct reports accountable for actively addressing engagement and performance issues. Ensures the establishment of an action plan following the results of the 2 yearly engagement survey in the sites in scope.

  • Supports and oversees Performance Measurement Plans (PMP) and establishes development goals aligned business and operational strategy. Identifies and develops key talent to support future business needs.

  • Participates to yearly compensation planning process and ensures that total compensation is aligned with individual performance factors, industry market data and internal guidelines with full support/agreement of HR.

  • Participates to the meetings of the works council and safety committee.


  • Ensures that the entire site complies with Cargill EHS standards and goals. Accountable for establishing compliance with internal/external operating/regulatory procedures on employee/contractors safety including development, training programs as well as with government regulations.

  • Steer the local EHS team (3 people), develops partnership with the BU EHS coordinator and expert leaders to ensure the most effective risk mitigation plans and regulatory compliance strategies are in place.

  • Implements or strengthens existing programs such as : safety culture change program, behavioral based safety programs, tools to reduce risk of human errors. Champions a culture of zero injury and illness.

  • Provides leadership on the 3-year EHS plan for the site.

  • Ensures overall oversight to EHS incident data to identify risks and to recommend mitigation strategies (RIFR, leading indicators, audit results)

  • Represents the business with external/internal regulatory authorities or maintaining good rapport with the local community and regulatory agencies.


  • Leads the yearly budget process in close cooperation with the local controller and the BU controller. Responsible for a consolidated year budget of the plants.

  • Responsible for management and compliance of capital and operating budgets for the site. Holds direct reports accountable for meeting and controlling operating expenses and established targets.

  • Monitors overall manufacturing operational results based on the score card report and takes appropriate action to stay on track with budget and other agreed targets. Responsible for the manufacturing P&L, variable and fixed manufacturing budgets as well as establishes metrics to understand how production expenditure/costs impacts the overall businesses margins and pricing.


  • In collaboration with the local team, will define a 3 year plan for capex needs for small investments projects in order to maintain production capabilities, improve efficiency or ensure environmental compliance.

  • Accountable for overseen and managing the base capital investments projects and spending for the plants in scope.

  • Collaborates with members of the chocolate management team and the central engineering team to establish long-medium term investment plan for the extension of the plant.

  • Ensures a safe execution.


  • Partners and collaborates with the central planning department to ensure plant capabilities are in line with the customer product/quality standards.

  • Ensure coordination with central planning/central Supply Chain organization and the local Logistic and Scheduling to ensure availability of raw materials and ability to meet customer timelines.

  • Accountable for overseeing execution and delivery of production commitments based on agreed monthly and annual production plans. Ensures overall customer satisfaction and that any inquiries, incidents and/or issues are resolved in a timely manner.

  • Represents the plant as principal spokesman on significant operational and quality matter in meetings with key accounts.

  • Evaluates plant capabilities and makes sound judgement on the feasibility of production of new recipes.


  • Master degree preferably in Bio-chemical or Food engineering or similar experience

  • Minimal 10 years’ experience in a food or pharmaceutical manufacturing environment as plant manager or operations lead

  • Experience in chocolate manufacturing is a plus

  • Experience with working in a matrix organization

  • Experience in an international company with different cultures

  • Proven project experience

  • Proven experience with implementation of continuous improvement projects

  • Proven ability to lead and develop multifunctional teams and build and leverage relationships across multiple functions and businesses to maximize team performance and achieve project objectives

  • Proven ability to lead by influencing by building commitment for his/her ideas with functions not directly under his/her control

  • Demonstrated ability to develop plant business plans, measures and objectives based on overall corporate goals and directives

  • Demonstrated ability to direct and lead people in the accomplishment of business objectives that are not fully defined or developed

  • Experience in building effective teams, able to energize others into actions that benefits business performance.

  • Solid understanding of food manufacturing technology and processes

  • Native French speaker, proficiency in English. Proficiency in Dutch is a plus.

  • Dealing with ambiguity – priority setting and ability to assess degree of urgency and importance.
