Position Purpose & Summary

This position is responsible for CAPEX purchasing across BU which covers various disciplines from bidding strategies to contract drafting, and the coordination of schedules in different projects.

Principal Accountabilities

70% Manage&execute Non-base CAPEX procurement processes

Work together with PPL (project procurement lead) from PDP I to PDP IV that involves the CSSP jobs by analzing the business needs and bid packages, and developing strategies to ensure the smooth project execution.

Prepare bidding documentation to conduct CSSP RF(x) procedure for CAPEX after aligning bidding strategies with project team so as to deliver the most effective value to Cargill.

Evaluate vendor proposals on total cost ownership, risk and sustainability and lead negotiations with the potential suppliers and make the supplier selection with the joint decisions of stakeholders and project team.

Draft and prepare contracts or agreements with suppliers under the direction of legal and procurement policies

Work as the liason of internal customers and supplier to meet the project requirements in terms of cost, quality and on-time-delivery and handle the issues related to project procurement

20% Catgory Management & Supplier Management

Responsible for supplier management in terms of supplier prequalifications by working together with VMO team, supplier performance review and supplier complaints

Participate in the category procurement strategies in project-based and category-based level.

10% Procurement Reporting & Tracking

- Maintain the procurement tracker based on the project schedule.

Submit the saving records in SBS to meet the KPI requirements

Review the project schedules with the whole team and keep timely update.

Use Ariba or some other tools for the completeness and transparancey of project procurement final documentation


Education, Experience, Skills



Bachelor degree in engineering , business, supply chain or a related field


  • At least 5 years procurement experience and 3 years in project procurement in an international organization.

  • A strong sense of procurement procedure, market intelligence, cost element analysis and supplier management

  • ERP system and MS application is a must.

Tactical Skills

  • Good negotiation skill with supplier

  • Good interpersonal skills with ability to:

o Engage, communicate & influence project stakeholders

o Establish trust & credibility with BU stakeholder & other functional stakeholders

  • Good analytical, business process & problem solving capabilities

  • Good skills of ERP system and MS applications (especially for excel, word)

  • Ability to multi-task and pressure

  • Demonstrated ability to track and manage supplier performance

  • Good written & verbal communication skills in English
