Position Purpose & Summary

The Regulatory Affairs Leader is part of the Malaysia FSQR Leadership Team.

This position will provide direction and leadership in the areas of regulatory compliance, food safety programs and standards, and FSQR continuous improvement projects across the Malaysia.

The position is responsible for applying broad knowledge regulatory affairs for the products that we market. Assess compliance impacts to the business and develop strategies and leading the implementation of programs to drive compliant products across the business.

The scope of the projects includes - but is not limited to – oil, food, infant food, food additives, pharmaceutical, bio-industrial and personal care application and possibly requires to develop the expertise and/or find it outside or within Cargill.

Principal Accountabilities

Understand, anticipate, and interpret regulations and changes

  • Maintains broad knowledge in regulatory affairs within the region and keeps knowledge current as regulations change over time. Analyzes, reviews and interprets complex regulations related to compliance & quality, and transportation & storage.

  • Examines current regulations and assesses and prioritizes emerging trends in oil and related products and quality to determine the current and potential medium-term impacts to the region.

  • Collaborates with other Regulatory Affairs managers and professionals in the area of transport, storage, and supply chain to create optimal solutions for ensuring regulatory compliance and to anticipate on changing or emerging issues and trends and to determine potential impact for Cargill within the region.

Assess risk/opportunity and influence change

  • Assists regional leads to influence minor changes in policy/legislative direction across oil and related products and quality issue areas in support of the objectives of the businesses in the region. Collaborates with Corporate Affairs Leaders and Regulatory Affairs colleagues on governmental issues.

  • Works closely with external customers of the businesses in the region to understand and address their regulatory needs as it applies to the use of Cargill ingredient and products. May involve collaboration with Technology and Commercial functions to bring new/modified ingredients and products to market.

  • Work closely with other support functions and roles (e.g. Technical Services, Transportation and Logistics, Supply Chain, SEM) to drive alignement, provide support and increase awareness on FSQR issues and ensure compliance with systems and standards in place.

  • Ensures enterprise standards, processes and requirements related to regulatory / food safety and quality audits are implemented across the region. Provides oversight to ensure compliance with audit standards for the most significant customer and private organizations/certification requirements.

Develop/implement programs, processes, documentation and lead project execution

  • Assesses and advises on systems and standards needs of a region through consultation with leaders, exploration of plants, examination of processes/ products/ customers/ suppliers. Modifies regional approach for monitoring, interpreting and prioritizing feed & supply chain regulatory issues and topics across the region.

  • Develops, recommends and maintains regulatory standards and policies that impact issues related to the market. Works in collaboration with other Food Safety, Quality and Regulatory colleagues. Develops and implements approaches for sharing best practices across the region.

Provide regulatory feed safety consultation

  • Utilizes broad knowledge in oil and related products, technical services, transport and supply chain to serve as a resource and the FSQR tag for internal stakeholders in the Transport & Logistics, and Supply Chain functions in the region.

  • Provide technical regulatory expertise to assist the business in the region in assessing health risk and regulatory compliance for oil and related products.

  • Informs and advises FSQR leaders on regulatory issues and changes in oil and related products & transport which could potentially impact the business or Cargill’s freedom to operate. Requires broad knowledge of operations and supply chain in the businesses across the region.

  • Provides assistance in relevant emergency or crisis situations

People, resource and budget management

  • Develop and deliver training and awareness to support a food safety culture within the market


Education and experience

  • Bachelor in science or business field

  • Minimum of 3 years of professional Quality and Food Safety experience; with a majority of time in a food manufacturing company.

  • Indept regulatory knowledge and experience in oil and related products

  • Good academic communication in English (speaking, writing)

  • Intermediate HACCP Knowledge/Implementation - Applies HACCP to identify and control food safety hazards.

  • Intermediate Knowledge of Cargill Policies & Standards - Applies enterprise policy and standards to enhance food safety and quality.

Preferred Qualifications

  • Intermediate knowledge & training in continuous improvement & statistical tools

  • Intermediate Knowledge of Quality Standards & Quality Tools - Applies knowledge of quality standards and tools to enhance food safety and quality.

  • IntermediateRisk Assessment - Conducts and communicates the results of a scientific evaluation of the known or potential adverse health effects resulting from human or animal exposure to food borne hazards
