You will be part of the Corporate Customs Advisory Group, reporting to the EMEA Customs Advisory Lead. Your prime responsibility is the management of compliance control frameworks for the excise activities of our Ethanol and Biofuels businesses in the EMEA region. This comprises responsibility for excise tax warehouses in Belgium, Germany, Netherlands, Poland und United Kingdom with an excise tax footprint of billions of Euros.

Cargill is a major importer and exporter in agricultural products filing more than 250,000 customs declarations globally. The incumbent is additionally responsible for the execution of import and/or export advisory tasks and other customs activities in one or more countries.

Responsibilities include working closely with the businesses and the customs and excise compliance professionals to address risk and leverage of excise and customs opportunities, support the development and implementation of control and compliance improvements, contribute to responses to government inquiries, and provide operational guidance and training. Support other initiatives to identify cost reduction, cost avoidance, and cost recovery opportunities, facilitating their completion in partnership with the Businesses and the Global Customs Advisory Group.

Manage and maintain the excise duty control framework in EMEA including:

  • Monitoring adherence to implemented processes including reviewing metrics, process documents and management reports

  • Monitoring legislation and initiate amending/updating Business compliance processes as required

  • Executing excise audits in agreement/alignment with other audit initiatives in the region

Support excise planning, management and advisory initiatives including:

  • Advise on and support the application of excise tax licenses/permits, including excise securities (computation and reconciliation).

  • Support issue resolution relating to excise declarations, stock shrinkages and losses

  • Support external excise audits

  • Collaborate with other corporate functions as the Country Tax Manager, the EMEA Indirect Tax Lead, Law Department, Corporate Affairs as appropriate

Advise Cargill businesses on Customs Classification, Customs valuation, preferential origin status for both imported and exported goods.

Carry out customs risk assessments; Review trade flows, and products and the impact of preferential trade agreements to minimize duties.

Support in Customs filing automation projects

Support the regional (and sub-regional) Advisory leads with:

  • Other project execution

  • Data gathering and analysis

  • Government relations

  • External government enquiries

  • Collaborating with consultants, business unit stakeholders, other functions including Global IT and Integration Partners during the deployment process

Job location: Schiphol, Netherlands preferred, although other Cargill locations in Belgium, Netherlands or Germany would be feasible.


  • Proven expertise in customs and excise gained from one or more of the following; big 4 accounting firm, business, relevant Government agency and/or customs brokerage firm in the EMEA region.

  • Experience working with relevant government agencies

  • Experience monitoring internal controls, risk assessments and internal audits

  • Strong technical knowledge of European excise & customs legislation, regulations and practice

  • SAP/GTS or other customs system experience

  • Experience of working on complex projects

  • Experience with tracking, communicating and implementing government regulatory/legislative decision making and/or audit processes.

  • Self-starter/ability to work independently
